Humanity Forward works at the federal level to advance direct cash policies in Congress with the goal of ending American poverty. This is done by collecting and communicating data on anti-poverty policies and programs to members and key stakeholders in the legislative process, building coalition power with organizations focused on reducing poverty, and working with constituents and in-district organizations to connect with representatives.

In a relatively short period of time, Humanity Forward has delivered several key legislative successes on Capitol Hill for the American people.

Contributing factors to these accomplishments include support from Humanity Forward contributors and volunteers, along with partner organizations influencing key stakeholders across the country on anti-poverty policies. 

Economic Impact Payments – Consolidated Appropriations Act of 2021

Following the success of $1200 stimulus payments disbursed to Americans as part of the CARES Act in March 2020, public approval of additional stimulus was high but unmet in actionable support by members of Congress.

In December of 2020, however, Humanity Forward successfully lobbied for the Consolidated Appropriations Act of 2021 to include $600 stimulus checks for individual Americans with an adjusted gross income lower than $75,000. This amount was raised to $1,200 for those married and filing jointly or surviving spouses earning under $150,000. 

The $900 billion appropriated for direct cash as a response to the pandemic was an unlikely inclusion to the Consolidated Appropriations Act without Humanity Forward’s bipartisan lobbying efforts and laid the groundwork for future work on direct cash policies in 2021. 

Economic Impact Payments – American Rescue Plan Act of 2021

Building on the popular reception of $600 stimulus payments from the Consolidated Appropriations Act of 2021, Humanity Forward set out to negotiate for additional economic support for Americans which would match the scale and ambitions of the first major bill to pass through 117th Congress.

The end result of these efforts was $422 billion appropriated for stimulus payments in the American Rescue Plan Act of 2021. Humanity Forward successfully lobbied to increase the next stimulus payment to $1400 per individual for individual Americans with an adjusted gross income lower than $75,000. This amount was raised to $2,800 for those married and filing jointly or surviving spouses earning under $150,000. 

Expanded Child Tax Credit – American Rescue Plan Act of 2021

Another policy in the direct cash policy ecosystem that took root with the American Rescue Plan Act of 2021 as a consequence of Humanity Forward’s efforts was the Child Tax Credit. Focusing on the youngest generation and families in America, Humanity Forward’s bipartisan work in Washington, D.C. helped to develop an expansion and advancement of the existing Child Tax Credit.

Under the Expanded Child Tax Credit, eligible American families are provided a credit of up to $3,000 per child over the age of 6 and $3,600 per child under the age of 6. The disbursement of this credit became monthly, the total dollar amount per child was raised, and the age limit for receiving these payments was raised from 16 to 17 as part of the American Rescue Plan Act. Eligibility for receiving the CTC was the same as the previous one time stimulus payments with the credit phasing out past these thresholds. 

Prior to this bill, the Child Tax Credit was a lump sum that varied in amount based on income and required individuals or households to file their taxes first to receive it. American families could not wait over a year to see relief from the financial instability and economic duress caused by the pandemic. With the Expanded Child Tax Credit passed in the American Rescue Plan Act, Humanity Forward focused on a fully refundable option that was paid monthly in the same tax year for qualifying parents or guardians. For a child under 6 years of age, this resulted in $300 per month and $250 per month for those ages 6-17. This monthly influx of financial stability is something families in every part of the country could count on from July 2021 to December 2021.
